General Purpose

Under general supervision manages the day-to-day vegetation operations of a geographic territory, region, location, or functional unit that have an impact on corporate, business unit, or organizational objectives. Establishes and implements business objectives, strategies, and plans. Manages and allocates financial and employee resources. Utility Forestry Arborist conducts post audits and coordinates with the Sr. Forestry Arborist in execution of the vegetation management.

Responsibilities

  • Utility Forestry Arborist position s primary responsibility is to conduct audits of completed vegetation management work with minimal supervision to ensure work (pre-listing and pruning/removals) is conducted in accordance with company specifications. Audit findings are recorded on handheld tablets using vegetation management software.
  • Utility Forestry Arborist will also assist Sr Forestry Arborist with implementation of the vegetation management program including the following:
    • Under supervision coordinate, administer, and implement company forestry vegetation management distribution and transmission system rights-of-way.
    • Plan, assign, and review work of contract personnel performing vegetation management, line clearance, vegetation management.
    • Ensure compliance with company's vegetation management specifications. Implement system procedures, safety and training programs and record keeping systems.
    • Adhere to vegetation management budget.
    • Appropriately allocate resources.
    • Work closely with the contractor to effectively administer the program.
    • Coordinate information on vegetation conditions, clearances, and work quality.
    • Administer record keeping and cost control programs.
    • Manage production records, maintenance history, and service interruption data for planning, and budget forecasting and allocation.
    • Offer technical instruction to personnel involved in the program:
      the public, government, and Operations staff and Management.
    • Act as a liaison with governmental agencies.
    • Actively participate in professional arboricultural organizations, to stay abreast of the latest innovations and developments in the industry, but also to help establish the credibility of PacifiCorp's vegetation management program.
    • Represent the company with the public, providing credibility.

In addition to the above, the Senior Utility Forestry Arborist responsibilities include:

  • Identify and accomplish critical tasks in delivering the vegetation management program.
  • Develop vegetation management delivery plans and strategies through coordination with vegetation management contractors and manage implementation of plan, setting expectations and desired outcomes.
  • Determine specifications, schedules, timelines, and define deliverables.
  • Develop strategy for area vegetation management for both distribution and transmission rights of way.
  • Provide direction to work crews.
  • Manage compliance with regulatory requirements from an array of various government agencies.
  • Conduct effective public relations programs.
  • Manage vegetation management program activities efficiently within annual budget.
  • Lead multiple work crews, schedules, equipment, and timelines.
  • Oversee human and capital resources.
  • Audit and coach crews to ensure safety, productivity, and quality.
  • Conduct audits of completed vegetation management work.
  • Evaluate contractor performance.
  • Implement vegetation management components of company plans and strategies.

Requirements

  • Bachelor's degree in Vegetation Management, Forestry, or a related field; or the equivalent combination of education and experience.
  • A minimum of three years of related experience.
  • Working knowledge of distribution line clearance practices and procedures.
  • Thorough knowledge of federal, state, and local laws and regulations applying to vegetation management.
  • Thorough knowledge of current vegetation management techniques.
  • Thorough knowledge of applicable herbicide/pesticide regulations.
  • ISA Arborist certification.
  • Leadership and teamwork skills to provide input into policy decisions, and to mobilize resources to produce desired business results.
  • Frequent travel will be required to conduct audits and implement the program.

In addition to the above, the Senior Utility Forestry Arborist requirements include:

  • A minimum of six years experience.
  • Leadership and teamwork skills to provide input into policy decisions and to mobilize resources to produce desired business results.
  • Strong communication and interpersonal skills to manage and motivate employees and use oral and written communication to communicate objectives and plans.

Preferences

  • ISA Utility Specialist certification.
  • ISA Tree Risk Assessment Qualification.
  • Knowledge of experience with applicable California regulations including CPUC General Order 95 Rule 35 and PRC 4292-4293.
  • Practicable experience with Microsoft Office (Word, Excel, PowerPoint, etc.).
  • Knowledge of project management practices.
  • Knowledge of project management software.
  • Knowledge of electric transmission and distribution systems.
  • Preferred work location is Yreka, CA but candidate can also reside/work in Southern Oregon
